Description:The Director of the Domestic Violence Police and Housing Programs oversees the delivery of services for clients of the Domestic Violence Police Program (DVPP) and Emergency Transfer Program (ETP). The Director utilizes management and leadership skills to oversee a team of two DVPP borough managers and one ETP coordinator in order to implement standardized criminal justice based victim advocacy based on a harm reduction model; ensure effective services to victims of crime and abuse who are interacting with the police and housing systems; advocate with criminal justice, housing, and other partners to remove barriers to service; and assist victims of crime and abuse to understand their options and choices.
Responsibilities:PRIMARY JOB FUNCTIONS:

• Develops and maintains strong collaborative relationships with the NYPD and NYCHA in order to support effective coordination of service and to ensure that Safe Horizon is visible and updated on new practices/policies within the criminal justice and housing systems;
• Provides weekly supervision and support to the DVPP borough managers and ETP coordinator in accordance with Safe Horizon’s quality supervision policy;
• Organizes and facilitates bi-weekly supervisor meetings;
• Participates in borough integration meetings with Safe Horizon staff members;
• Monitors supervisor performance through observation of supervisory sessions with staff and documentation;
• Coaches supervisors in providing quality supervision regarding client-centered safety assessments and risk management plans;
• Recruits, hires and trains staff in partnership with the borough managers and coordinator;
• Manages supervisor and staff performance in accordance with agency policy;
• Ensures supervisor provides staff with the skill and informational training needed to perform their jobs effectively;
• Provides consultation on client cases, particularly concerning police and housing matters;
• Monitors supervisory oversight of data entry into a computerized record keeping system (CMS and Paradox) to maintain accurate and thorough files;
• Reviews and ensures accuracy of statistical management reports and accurate completion of funder reports;
• Ensures contract compliance for all funder reports;
• Assists in the preparation of the DVPP budget and works with the Criminal Justice AVP to make policy, programmatic, and operational decisions;
• Participates in the development of a new business plan for the police program, and contributes substantially to the development of standardized practices for Safe Horizon staff working within the program;
• Attends internal meetings to stay connected to other Safe Horizon departments, such as Evaluation, Information and Systems Technology and Human Resources;
• Conducts site visits with staff and meets annually with precinct commanding officers;
• Responds to RFPs and writes proposals as needed to enhance program services;
• Participates in Community and Criminal Justice Program leadership and Safe Horizon leadership team meetings;
• Works collaboratively with other Safe Horizon program and administrative departments to ensure effective program operations;
• Promotes and contributes towards Safe Horizon goals to provide support, prevent violence, and promote justice for victims of crime and abuse, their families and communities by initiating and participating in fundraising activities and functions as directed by Safe Horizon’s Development Department and;
• Partners with Safe Horizon’s Marketing and Communication Department to enhance and encourage the profile of Safe Horizon.

SECONDARY JOB FUNCTIONS:

• Attend internal and external trainings, conferences, and seminars on subject matters related to varied client victimizations;
• Participate in various city wide task forces (domestic violence and criminal justice)

QUALIFICATIONS:

• Masters level or law degree or bachelor’s degree and three years supervisory experience
• A minimum of three years of management work experience in a social service, criminal justice, hospital, or mental health organization
